Skilled Work Regional (Provisional) Visa Subclass 491

This visa lets skilled people nominated by a state or territory government to live and work in regional Australia.

1. What Should I Do Before I Can Lodge This Visa?

You will first need to lodge your Expression of Interest (EOI) on the SkillSelect website. Please ensure that you have:

  • Confirmed that your nominated occupation is on the Skilled Occupation List for your desired state/territory, per the states’ websites; 
  • Received a positive skills assessment for migration purposes for your nominated occupation;
  • Received at least competent English scores by the time of invitation;
  • Met any additional requirements for your nominated occupation, depending on the state/ territory;
  • Gotten the minimum points-test score of 65 to submit the EOI.

You should not provide any false details, as you will need to substantiate any claims you make in your EOI (education, employment, etc.) when you receive your invitation.

2. How Long Does My EOI Stay Active For?

Your EOI will be in the system for 2 years. You can access and update the information at any time, depending on changes in your circumstances (new English scores, additions to your education or employment history, inclusion of additional dependents, etc.). However, when you receive an invitation to lodge your visa, your EOI will be frozen and you might not be able to update the EOI.

3. What Are My Visa Conditions?

8579 – Live, study and work in a designated regional area



While you are in Australia, you must live, study and work in an area that is on the list of designated regional areas in an instrument. This includes the time when you received your 491 visa grant. 

8580 – Provide evidence of your live, study or work address if requested

The Department of Home Affairs may send you a letter asking you to provide evidence of:


  • the address where you live;
  • the address all your employers;
  • the addresses where you work;
  • the address of any school, college or university that you attend.

The letter will tell you what sort of evidence is needed and how you should send it to the Department.


You may be asked for evidence of all your addresses or only some of your addresses.


You will have 28 days to provide the evidence the Department has asked for.

8581 – You must attend an interview if the Department of Home Affairs asks you to in a letter

The Department of Home Affairs might ask you to attend an interview at a specific address or they might conduct the interview over the phone or internet. The letter will contain the details of the interview time and how or where you must attend.

8578 – Notify the Department of Home Affairs if your passport or contact details change



You must let the Department know within 14 days if any of the following change while you are in Australia on this visa:


  • the address where you live;
  • your email address;
  • your phone number;
  • your passport details including your name;
  • your employer’s address;
  • the address where you work.

8515 – Must not marry or enter into a de facto relationship before entry





You must not marry or enter into a de facto relationship before entering Australia.

If there is a change in your personal situation and you need to update the Department while your application is processing.

The Department might cancel your visa if it is revealed that you were engaged, married or in a de facto relationship before you were granted the visa, but did not update your status.
